Notes on Instagram are only visible to a user's connections, the people they follow, and their followers. Importantly, the creator of the content won't see your note unless they also follow you. They have the option to turn off Notes on their posts or delete all Notes from their audience. To disable notes on posts or reels, follow these steps.
